Coincidentally I've been getting reports like the following for the
last week or so.  They are very infrequent, I've found nothing about
them in any of the logs in the two cases I've checked, and the WWW
interface seems to be working for other people when it hands out these
errors to the lucky victims.  The server itself has been in continous
service for over 9 months and nobody has been messing with it.  I'm
guessing there's some arbitrary limit like max_workers being hit somewhere,
but have no idea what or where.  Thanks for any ideas.  This is on
OpenVMS.

Error - unable to initiate communication with LISTSERV (errno=65535,
phase=RECEIVE, target=149.68.45.24:2306). The
server is probably not started.
