I just did a quick count on one of our servers. Out of 224 lists with
Confidential=Service only 6 had a service area defined. Which means
that all the rest are using the setting to get listed on the web
index page but not in CataList.

I believe that this is pretty representative of the general
population. So we're not going to change the behavior of
Confidential=Service.

However, if this is something that a lot of people would like to see,
we'll consider adding a new feature in a future release to keep a
list off the web index page. As a matter of fact, it might work right
into one of the enhancements we are considering. We'll give it some
thought.
