I must mention that some servers will probably die with 9203 anyway. For
example, TECMTYVM (the entry backbone server into Mexico) shares
BITEARN NODES with the country NETSERV in R/O fashion. This means that
NETSERV will receive 9203 and apply it, LISTSERV will croak, NETSERV
will receive 9204 and apply it, and then LISTSERV will have to be
restarted by hand.
 
This also means there will be a window of unavailability between
9203 and 9204.
