Services with a flat rate do one of two things:
 
1. Cut off  your list or renegotiate  the terms when your  list "gets too
   big".
 
2. Lose money.
 
Most companies don't like #2, so they do #1. The hard reality is that you
can run hundreds of small lists for the cost of just one large list.
