An owner of a fairly active list would like to be able to have the
Error reports evenly split amoung the Owners (in much the same
manner that posts are evenly split amoung those folks listed with a
Moderator tag on Edited lists).
 
We don't want to simply have all the errors go to everyone.  We actually
want them divided.  Is this do-able?
