It is authenticated SMTP access. And more importantly, they inject the login account into the From: line, so if you had an account named [log in to unmask] authenticating in to Google SMTP for the Listserv, every message would appear to be from systemadmin, not the mailing list. It's not a viable option for your purposes.

I have no knowledge of Google Apps, but I would be very surprised if
Google allowed you to use their smtp server w/o logging in and very
disappointed if they did (allow you to use it w/o a login).
