I understand the problem, and have had it myself on several lists.
Since I train many people on using LISTSERV and related list managers
they run across on the nets, I tell them to NEVER use the TELL command
to sign up to a list.  Whether Bitnet lives or dies, the TELL command
is counterproductive to teach people, at least as regards to using it
to sign up for lists.
 
Mailing to LISTSERV@somewhere will always work, and the format works
for mailserv, listserv(clones), listname-request@smoeplace, and other
variants they may run across.
 
Of course the hardest person to teach this to has been me, since my
habits have been ingrained for longer than most of those I teach.  o-)
