When a list is held, Listserv will not distribute any messages to its
subscribers. A list can be held for at least two different reaons. A list
that's misconfigured can be placed on hold. If the number of postings to a
list has exceeded its daily threshold, it will be put on hold status.
You can remove the hold by sending Listserv a "free listname" request via
email. If the list was not placed on hold as a result of a
misconfiguration, the list should work fine. If the list is misconfigured
(see the Notebook keyword), it most likely will be put right back on hold
until the problem is fixed.
