Yes; 'repro' is a *subscriber* option, not a list configuration option.
When you specify ack/noack, repro/norepro, and other *subscriber* options
in the Default-Options= keyword statement in the list configuration, you are
not specifying list configuration options, you are specifying default
*subscriber* options for new subscribers.
