This means the List in question is set as

 Send= Editor

There are no common Windows email clients that support the Resent-* headers
necessary to use this function.  (This does not mean adding "Resent-" to the
Subject: line.)  So the best solution is to change the List Header to

 Send= Editor, Hold

then LISTSERV will retain the original message and send a copy of the
message (with a clickable link) to the editor(s) for their approval.  Thisis
what you want.
