I think I see what’s going on.  This setting:

> * Configuration-Owner= Owner([log in to unmask] <mailto:[log in to unmask]>)

tells LISTSERV to look for a mailing list named [log in to unmask] <mailto:[log in to unmask]> and see who the owners of that mailing list are.  Those owners would then be configuration owners for this mailing list.

If you just want [log in to unmask] <mailto:[log in to unmask]> to be a configuration owner for the mailing list, then instead use

	Configuration-Owner= [log in to unmask]

Does that do the trick?
