I think that this is not  the correct term. LISTSERV is distributed free
of charge, but is NOT public domain. It is copyrighted by Eric Thomas. I
think that TOOLCPRT MEMO (available via  an INFO TOOLCPRT command to any
LISTSERV) describes  the copyright  situation fairly well,  although I'm
not sure it is 100% up to date.
