For local node users submitting their request via TELL, LISTSERV does not
require a  confirmation because it knows  the address is valid.  This can
make life a lot  easier for "mostly local" lists. Of  course the user may
have forwarded mail to  a non-working PC but he can  always do that after
subscribing anyway, and  LISTSERV assumes that if he logged  on to the VM
system to use TELL he probably isn't forwarding mail.
