No, but LISTSERV@B should know its own postmasters, and LISTSERV@A
could trust LISTSERV@B if it flags the request as coming from a valid
postmaster at B.  Surely LISTSERV@A trusts LISTSERV@B for some flags
or commands now, or am I mistaken?

It can know if it can trust LISTSERV@B to tell it.  Certainly LISTSERV@B
can tell at least if it could spool to user X (which may not be
conclusive, but might be a sufficient test if a test is necessary).
 
Obviously, none of this works if there is no LISTSERV@B, but then there
would be no LISTSERV postmaster at B.
