And, of course, use "Send= Private" as the overall authorization method,
with the nopost subscriber attribute set for those not allowed to post.

Similarly, substituting "review" for "nopost" changes rejection to
moderation.

The "Default-Options=" sets what you want for new subscribers.  An owner
adjusts a subscriber setting (via command or via web site
Manage->Subscribers).
