The choice of secondary/backup MX is not so simple and indeed some of the concerns are already referenced above.  Others might include:

1) undeliverable/timeout considerations

2) bandwidth

3) sysadmin/netadmin polices

4) security/backup/access control of their mail servers

5) DNS administration

In short, everything you worry about on/about your mail server.
