No.  Additionally there is no way to prevent subscribers from setting
themselves to NOMAIL, or from automatically discarding mailing list
mail using a filter.

You can set Notify= Yes in which case you will be notified if a
subscriber signs themselves off.

As far as the NOMAIL issue goes you could periodically issue a "Q
listname WITH NOMAIL FOR *@*" or "QUIET SET listname NOMAIL FOR *@*";
the former tells you if any subscribers have set themselves to nomail
and the latter will reset any such subscriptions to MAIL.

You may wish to post to LSTOWN-L to see how other listowners have
dealt with this issue.  You can subscribe to LSTOWN-L by sending a
message to [log in to unmask]  Actually
