A lot of our list owners don't want archives on the web so
we've run into this question too.

If you follow the links to the subscribe page for a list on
your server that -does- have notelogs, look at the URL, and
replace the list name with the name of the list you want a
subscribe page for, you'll probably find the page is already
"out there" (assuming the list exists).  There just isn't a
handy link to it.
