At the University of Tennessee at Knoxville we host around 900 lists. We 
have one Customer Support person who says:

    Here's my WAG ... 1 hour to setup and teach a list owner how to manage
    their new list ... Then on the average 30 minutes a day for all
    listserv related questions for our 800-1000 lists ... your mileage may
    vary ;)

On the system admin side, I probably spend less than 30 minutes a week on 
list creation and deletion, log monitoring, and answering the occasional 
"I swear I didn't approve that message" query. I don't stay that 
up-to-date with software upgrades (typically, only when there's a major 
security issue), but testing and installing an upgrade can take several 
days spread out over a few weeks, as L-Soft has been including interface 
changes with most of the upgrades lately, and I like to let my customer 
support and major users have a crack at them in test mode before going 
into production. Ditto with the even more rare hardware upgrades.
