Note that with the runout of IPv4 addresses, and the growth of an aftermarket
in transferred and reassigned addresses, the assumption that "all of this
/8 is in China" is increasingly tenuous.  It's becoming increasingly
likely that a /16 or whatever of that /8 will pop up in Germany or someplace
similar that you *do* expect to receive mail from.
