Assuming that LISTSERV or the mailer on the LISTSERV host isn't doing it
(no reason why they would), if all subscribers are getting an encoded mes-
sage, it's probably coming from the original sender. Depending on what MUA
they're using, this may be fixable - at the sender's site.
As an example, in early subreleases of PMDF V4.2 the default encoding is
set to BASE64. As of a later subrelease (-12, I think) this was changed to
quoted-printable, which is a lot more bearable.
Of course, getting the various senders to fix their mail software might
not be possible, in which case there are two other options - set the list
to require processing by the owner (so the owner can decode and re-post
the message) or have the recipient(s) install MIME-aware software.
