For "small" mailing lists the overhead isn't that bad, it's archiving them
and supporting database searches and/or file lists that costs.  I would
suggest that some of these "orphaned" list owners who would settle for a
straight mailing list, no archives, and only a few hundred subscribers
should ask again for a "no frills" host.  The addition of new lists is
only a marginal increase in mail traffic; but archiving them is a cumulative
committment of resources.
